Hollande received on Tuesday 12th November 24 of the 28 heads of state and government of the EU to the point, four months after the Berlin Conference on the commitments that were made while the youth unemployment in Europe and seem to have been respected.
Acts that is what young Europeans asked Francois Hollande met Tuesday morning before the conference. They asked Europe to focus on its youth is lost, unemployed, rather than deficits and austerity.
And European leaders have heard the message. Four months after the Berlin Conference, the work proceeds and funds are mobilized to achieve 45 billion euros over three years, and a timetable tightened around three priorities – education and training, employment placement and entrepreneurship for young people.
The European Union said that it was the “youth guarantee” that no young person is not more than four months without a job offer or training. Each of the 28 must translate this “youth guarantee” very concrete, and provide an implementation plan by the end of the year.
France on track
France has made a copy last week. Among the key measures: the “youth guarantee” implementation piloted in ten departments among the most affected. The youth employment initiative is established in 13 regions where youth unemployment is over 25%, with the key accompaniment to entrepreneurship.
For unskilled, France provides a learning and mobility of apprentices program, skills training and the fight against school dropout. The jobs of the future and significant financial assistance are also on the agenda: two billion euros per year to local missions, which are at the heart of the struggle for youth employment.The intentions are there, but there is no growth.
